Circular regarding LTC  Special Dispensation Scheme by DoPT Dated 17.09.24

 

Govt of India, Ministry of Personnel, Public Grievances & Pensions, Department of Personnel & Training (Personnel Policy A-IV) letter No.F.31 011/ 15/2022-Estt-A-IV dated 17.09.2024- regarding Central Civil Services (Leave Travel Concession) Rules, 1988-Relaxation to travel by air to visit North East Region, Jammu & Kashmir, Ladakh and Andaman & Nicobar- extension beyond 25.09.2024

 

This circular is regarding LTC of Special Scheme relaxation to travel by air to visit NER, J&K, Ladakh and A&N, the relaxation is extended for two years beyond 25.09.2024 to 25.09.26.

The above Special Dispensation Concession is subject to the following terms & conditions: -

(i). All eligible Government servants can avail LTC to visit any place in NER/ A&N/J&K/Ladakh for that he have to conversion of their one Home Town LTC in a four years' block period.

(ii). The Government servants, whose Home Town and Headquarters/place of posting are same, they can not avail the facility of conversion of any Home Town LTC because they are not eligible for the Home Town LTC facility. ·

(iii). It’s new in this, The Government servant whose Home Town is situated in NER/A&N/J&K/Ladakh, is also be allowed to visit any place of NER/A&N/J&K/Ladakh, except the region wherein his/her hometown is situated.

(iv). A Fresh Recruit is also can avail conversion of one of the three Home Town LTCs in a block of four years, in addition, he/she is avail one additional conversion of HT LTC to visit UT f J&K/UT of Ladakh in a block of four years.

(v). The Government servant entitled to travel by air may avail this concession from their Headquarters in their entitled class of air by any airlines subject to the terms and conditions

(vi). Government servants not entitled to travel by air are allowed to travel by air in Economy class by any airlines subject to the terms and conditions, in the following sectors -

(a). Between Kolkata/ Guwahati and any place in NER.

(b). Between Kolkata/Chennai/Visakhapatnam and Port Blair.

(c). Between Delhi/ Amritsar and any place in J&K/Ladakh.

Journey for the non-entitled employees from their Headquarters up to Kolkata/ Guwahati/ Chennai/Visakhapatnam /Delhi/ Amritsar shall be undertaken as per their entitlement.

(vii). Air travel by Government employees to NER, J&K, Ladakh and A&N as mentioned in para (v) and (vi) above is allowed whether they avail the concession against Anywhere in India LTC or in lieu of the Home Town LTC, as permitted.

(viii). Government servants not entitled to travel by air are also allowed to travel by air in Economy class by any airlines to any place in NER/ A&N/J&K/Ladakh from their Headquarters directly, however, the reimbursement will be subject to the conditions.

(ix). The instructions regarding booking of air tickets through authorized travel agents, best available fares, slots, booking time, advances, reimbursement, etc., will also be applicable for this Special Dispensation Scheme.

3.All Ministry and Department, In order to keep a check on any kind of misuse of LTC, Ministries/Departments will be verified, get some of the air tickets submitted by the officials verified from the airlines concerned with regard to the actual cost of air travel vis-a-vis the cost indicated on the air tickets submitted by the officials.

FAQ

1.       How are the claims of LTC be adjusted in the case of late submission?

Ans: where advance has been drawn, the claim for reimbursement shall be submitted within one month of the completion of the return journey.

Where no advance has been drawn, the expenditure incurred shall be submitted within three months of the completion of the return journey.

Relaxation in Claims of LTC delayed submission, Administrative Ministry/Department concerned can admit, subject to the following time limits without reference of DoPT:

(a)    Where no advance is taken LTC Bill submitted within a period not exceeding six months

(b)    Where advance has been drawn, claim for reimbursement submitted within a period of three months after the completion of return journey (provided the Government Servant refunds the entire advance within 45 days after the completion of the return journey.

2.       Can a Government Servant visit NER/J&K on more than one occasion on conversion of Hometown under the relaxation allowed for LTC visit to NET/J&K?

Ans: Government servant who has availed the benefit of home town conversion to NER/J&K in one block can again visit NER/J&K in the new/next block subject to availability of LTC in a particular block so long as the relaxation in in force.

3.       Can a Government employee avail of air travel to NER/J&K in case of AILTC if his home town and the HQs are at the same?

Ans: Both NER & J&K scheme of LTC allow relaxation for air travel on AILTC to all categories of employees to extent subject to conditions, even if the hometown and HQs are same.

4.       Can a Government servant avail the benefit of visiting NER/J&K twice in a particular block of 4 years?

Ans: Yes, a Government servant can visit NER/J&K by conversion of his hometown LTC and also by availing AILTC subject to validity period of the scheme and fulfilling of other conditions.
