1. When Admissible

Joining Time (JT) is admissible in the following cases:

Transfer in Public Interest: For a new post at the same or a new station (Rule 4(1)).

Permanent/Temporary Employees: For State Government employees joining Central Government based on competitive exams/interviews, with an option to count their past service (Rule 4(4)).

Surplus Staff Transfers: For surplus staff moved under redeployment regulations (Rule 4(2)).

Reduction of Establishment: For officials discharged due to reduction and reappointed in another office within 30 days (Rule 4(3)).

Remote Locality Leave: Once per year for leave from/to remote localities.

Union Territory Employees: Leave to visit home in the Union Territories, e.g., Andaman and Nicobar Islands (GIO(1)).

Note: Temporary transfers allow only actual transit time, not JT (Rule 4(1)).

 

2. Amount of Joining Time

Same Station: One day for transfers within the same station without changing residence.

Between Stations: JT depends on distance:

Up to 1,000 km: 10 days

1,000 - 2,000 km: 12 days

Over 2,000 km: 15 days

Air travel: maximum of 12 days (Rule 5(4)).

For remote stations, additional JT may be granted (Rule 10).

 

3. Calculation of JT

Calculated from the old headquarters, regardless of where orders are received or the new station location (Rule 5(2)).

 

4. Extension of JT

Extensions up to 30 days may be granted by Head of Department, beyond 30 days by Government of India, based on preparation, transit, and holidays (Rule 5(5)).

 

5. Un-availed JT to be Credited to EL

Unused JT is credited as Earned Leave under the sub-clause (ii) of clause (a) of sub-rule (1) of Rule 26 of the  CCS Leave Rules                                (Rule 6(1)).

 

6. Combination with Leave/Vacation

JT can be combined with vacation or any leave except casual leave  (Rule 6(2)).

 

7. Second Transfer During JT

Employees in transit redirected to another post get fresh JT from the location of the revised order                                                                (Rule 6(3)).

 

8. JT Pay and Increment

JT is considered duty, and the pay is equal to the previous post's pay. Dearness Allowance and House Rent Allowance for the old station apply, but not conveyance allowance                                                                            (Rule 7).

 

9. Miscellaneous Provisions

Cancelled Transfers: If cancelled after handing over but before joining, the period is treated as JT.

Own Request Transfer: No JT; regular leave can cover the transit period, excluding holidays
